This research project investigated the rising issue of online harassment among Sri Lanka's young population (ages 17–30), driven by increasing internet and ICT usage. Through a mixed-methods approach—including nationwide surveys, interviews, legal analysis, and comparative study of international frameworks (UK, US, Australia, India, and Singapore)—the study explored into the true extent and nature of online harassment, assess existing legal and socio-cultural barriers, and identify actionable lessons from abroad. The ultimate goal was to develop a comprehensive, evidence-based national strategy for combatting online harassment in Sri Lanka. This strategy is supported by empirical findings, expert consultations, and public feedback, offering policymakers targeted recommendations to strengthen legal, institutional, and educational responses to protect young people online.
